WHAT DID TENET SAY?....This is a little inside-baseballish, but yesterday's coverage of CIA Director George Tenet's congressional testimony struck me as an unusually interesting example of editorial judgment. Tenet's testimony was pretty varied, which meant that reporters had a lot of different options for their leads. And it turns out they all picked different things:

  • New York Times: Tenet has intervened several times to correct public misstatements by Dick Cheney.

  • Washington Post: Tenet does not think the administration misrepresented intelligence before going to war.

  • Los Angeles Times: A special Pentagon intelligence unit briefed the White House directly without the knowledge of the CIA.

  • Knight-Ridder: Dick Cheney was wrong to say that Iraq had ties with al-Qaeda and that Iraq had a bioweapons program.

  • USA Today: The CIA was "wildly inconsistent" about vetting White House statements last year, and this allowed exaggerations about Iraq's alleged weapons of mass destruction to go unchallenged.

  • Washington Times: The threat of al-Qaeda acquiring weapons of mass destruction is growing.

OK, that last one was just for giggles. But it's pretty remarkable that the news judgment of the five national dailies about which part of Tenet's testimony was most important was almost completely different. At least we didn't get any pack journalism on this story.

(I'd include the Wall Street Journal in this too, but I don't subscribe so I don't know how they played it.)

Old Hat Daily Tribune: Tenet, Cheney Both Lying Weasles

Posted by: Old Hat at March 10, 2004 09:14 AM | PERMALINK

I think perle's "heads should roll" statement might have been the last straw in the eyes of tenet.

He sure did not look like he was going to go out of his way to protect this admin yesterday...

...gloves coming off?

Is there a transcript of the testimony?

WSJ took the NYT line: Tenet privately warned admin officials when their public statements went over the line. I guess the view from Manhattan is pretty much the same no matter if you're in midtown or downtown.

SJ Murky News: Tenet says Cheney statements about Iraq WMD intelligence were wrong. Paraphrase: early in testimony Tenet appeared to support the administration, but then began to contradict it.

Pretty much says all that need be said about the CIA and its "intelligence failures" doesn't it? The don't even know what's going on in Washington, much less the Middle East.

I listened to some of the testimony on "The World" (public radio news by BBC and PRI, IIRC). In the testimony it sounded like Tenet was largely defending the administration. But the line about how policy makers use language differently than intelligence gatherers seemed like a bit of bait to me.

Kennedy sure sounded furious. He kept asking sharp questions and then Tenet would start to answer in waffley tones and Kennedy would interrupt him with even sharper questions.

It would be wonderfully refreshing if all these news outlets provided their readers with an actual transcript, wouldn't it? What would it take...a news staffer spending a few hours with a video tape? Of course, then their readers could decide for themselves what was important, and we can't have that.

I remember the Kay hearing. There never was a transcript, even on the Committees' website. I think I saw an excerpt of Kay's introductory remarks somewhere else.

But I watched the hearing, and I could see what the press was picking out and what it was ignoring. BTW, has anyone noticed that Kennedy is turning into a nutcase?

Posted by: tbrosz at March 10, 2004 11:11 AM | PERMALINK

BTW, has anyone noticed that Kennedy is turning into a nutcase?

Nice try, tbrosz. I saw his speech to the Council on Foreign Relations last week and he was absolutely spot-on sane -- though outraged. It was as excellent a summary of the lies and exaggerations as any blogger has done.

The speech is online at the CFR site, I think; sorry, no time to search for link right now.

Calpundit, you only thought you were joking. Check out Fox News's take.

http://www.foxnews.com/story/0,2933,113678,00.html

Headline: "Tenet: 'Spectacular Attack' Main Goal of Terrorists." Be afraid! After thirteen paragraphs of fear-mongering and praise for Bush's handling of the War on Terror, it mentions the questions Tenet was asked about Iraq intelligence. But the article strongly implies that all questions were mere partisan attacks by liberal Democrats.

Mark one up for Rove and co.This is exactly what they wanted to happen.I bet he even wrote what Tenant was going to say.

What does this say about the state of the media?I would say: Can we get a little more confused about just what the hell is going on in Washington!!??

Posted by: smalfish at March 10, 2004 11:48 AM | PERMALINK

I read in the USA today about Tenet's testimony. It was very mysterious, in that he seemed to be claiming that the administration did not misrepresent intelligence regarding WMD then also admitting that they were wrong to make many of their claims. If I were present, I might be tempted to inquire of Tenet why he thought the claims were made in spite of statements that he made more or less directly to the White House. This seems like a very natural question to ask.

Posted by: Roland at March 10, 2004 11:54 AM | PERMALINK

Mr. Kennedy asked Mr. Tenet if he believed the administration had misrepresented information about Iraq to justify war, to which Mr. Tenet responded, "No, sir, I don't."

Mr. Tenet said the relationship between Saddam and al Qaeda included "contacts, training and safe haven," as well as help for al Qaeda collaborator Abu Musaab Zarqawi, his role in the assassination of a U.S. diplomat in Jordan and operations in Baghdad.

Posted by: The Lonewacko Blog at March 10, 2004 12:00 PM | PERMALINK

lonewacko

Mr. Tenet's claim about Saddam- Al Quaeda is interesting. However, we have no way of knowing whether or not it is the truth.

Posted by: Roland at March 10, 2004 12:17 PM | PERMALINK

I was only able to watch a small portion of the hearing, but I had to chuckle at the part I did watch. I don't remember who the questioner was (midwestern R, I think), but asked Tenet if he personally briefed Baby Bush daily, and Tenet made clear that he and a briefer did in fact give Baby Bush a briefing daily.

Then he was asked if he had done the same for Clinton, and replied that, paraphrasing a little, "Clinton was a Reader. He would read the briefings daily and write questions on the brief and send it back."

I just started laughing. I'm sure Baby Bush likes his briefings short, animated and not too detailed. Baby Bush's style is exactly like a CEO - Ken Lay.

Posted by: perpwalk at March 10, 2004 01:28 PM | PERMALINK

Having straightened out the White House about Niger in October of 2002, why would Tenet think they'd sneak the same bullshit back into speaches three months later?

Having straightened out the Brits in September, 2002, why would Tenet think the White House would be citing old, faulty Brit intel four months later?

If Tenet's guilty of anything, it's overestimating the character of these guys. He's basically taken responsibility for not following George around with a pooper-scooper.

Posted by: Visualize Dead Thugs at March 10, 2004 01:44 PM | PERMALINK

George Tenet says he does not believe the Bush administration misrepresented intelligence on Iraq
If I accurately represent bullshit fed me by a foreign bank fraud, et al., who've been dumpster diving in the CIA's files of bogus claims, am I still culpable for passing on bullshit?

I mean, the WH went around the CIA to get scary stories from amateurs and conmen. Who's guilty? Those who conconted them, or those who sought out those who would concoct?

Posted by: Visualize Dead Thugs at March 10, 2004 01:49 PM | PERMALINK

concont? wtf?

Posted by: Visualize Dead Thugs at March 10, 2004 01:54 PM | PERMALINK

concoct, man, it's a word.

Look it up.

Posted by: perpwalk at March 10, 2004 02:17 PM | PERMALINK

Hey,

I too was confused by all the different things Tenet was saying. Then it occurred to me that this might be a rear-guard action by the Clintons (Bill appointed Tenet) to boost Bush's trustworthiness, which might help him get re-elected. Then in four years Hillary can run for President.

Yes, I know this sounds conspiracy-theoryish, but it's the only way I could make sense out of Tenet's statement.

Is there any other possible explanation for Tenet's waffly statement. Oh my gosh, 'waffly'...he's been talking to Kerry. :-)

Oh my gosh, 'waffly'...he's been talking to Kerry. :-)

Or maybe this guy:

Bush is against campaign finance reform; then he's for it.
* Bush is against a Homeland Security Department; then he's for it.
* Bush is against a 9/11 commission; then he's for it.
* Bush is against an Iraq WMD investigation; then he's for it.
* Bush is against nation building; then he's for it.
* Bush is against deficits; then he's for them.
* Bush is for free trade; then he's for tariffs on steel; then he's against them again.
* Bush is against the U.S. taking a role in the Israeli Palestinian conflict; then he pushes for a "road map" and a Palestinian State.
* Bush is for states right to decide on gay marriage, then he is for changing the constitution.
* Bush first says he'll provide money for first responders (fire, police, emergency), then he doesn't.
* Bush first says that 'help is on the way' to the military ... then he cuts benefits
* Bush-"The most important thing is for us to find Osama bin Laden. Bush-"I don't know where he is. I have no idea and I really don't care.
* Bush claims to be in favor of the environment and then secretly starts drilling on Padre Island.
* Bush talks about helping education and increases mandates while cutting funding.
* Bush first says the U.S. won't negotiate with North Korea. Now he will
* Bush goes to Bob Jones University. Then say's he shouldn't have.
* Bush said he would demand a U.N. Security Council vote on whether to sanction military action against Iraq. Later Bush announced he would not call for a vote
* Bush said the "mission accomplished" banner was put up by the sailors.? Bush later admits it was his advance team.
* Bush was for fingerprinting and photographing Mexicans who enter the US. Bush after meeting with Pres. Fox, he's against it.

I just finished the whole thing on cspan.org: Real Player URL rtsp://cspanrm.fplive.net/cspan/archive/iraq/iraq030904_sen.rm.

The whole hearing is like a kindergarden story session compared to the last ten minutes. Do not pass go, do not collect $200, go directly to time point 2:48. Sen. Bill Nelson (D-FL) rips Tenet and Jabcoby a couple of dozen brand new fresh orifices.

Unfortunatly, CSPAN cuts away at 2:53, right in the middle of Tenet explaining how the source was a joke, (as Josh Marshall at TPM recently explained) but they cut back after 30 seconds.
