September 19, 2003 A TAXONOMY OF LIES....The Bush administration tells a lot of different kinds of Paul Krugman likes to focus on the brazen lie, the kind favored by Dick Cheney this weekend that finally got the press up in arms. As Krugman points out, this is the kind of lie where Bush says (during the 2000 election) that he's going to take a trillion dollars out of Social Security and this will make the system stronger. It's completely outrageous, but if you say it loudly enough and with enough confidence, people believe it. After all, no one would make up something that crazy unless it were actually true, right? Josh Marshall thinks Bush's specialty is "the confidently expressed, but currently undisprovable assertion." For example, the idea that his 2003 tax cut proposal would spur job growth was almost universally scorned by mainstream economists, but you couldn't prove it wouldn't work, so he got away with it. But I think the real hallmark of the Bush administration is the technical lie,
a statement that's very carefully constructed to leave an incorrect
impression — but that turns out to be technically true if you parse it
closely enough. Here are a few examples from different policy areas to
show what I'm talking about:
The brazen lie and the "nondisprovable" lie are bad enough — but I guess they don't bother me as much as they should because I feel like all politicians do this. But the fact that you have to parse the Bush administration's words so ultra-finely in order to get to their meaning strikes me as something new. It's as if they listened to Bill Clinton talking about the meaning of the word "is" and suddenly got a brainstorm that this technique could be applied to everything. And this is why the president's fans can pretend to be outraged when he's called on his lying. "It's not a lie!" they scream, and they're right in a hyper-technical sense. But in every other sense, they're dead wrong. What else do you call a deliberate — but very carefully crafted — attempt to deceive? Well, "Bushism" is already taken.. "Roveism" immortalizes a guy who really doesn't deserve any more publicity... I dunno. btw, I think 'serial exaggerators' is a better label for this administration than 'liars'; harder for them to disprove *or* get up in arms about. Plus, it worked for them in 2000 when it wasn't even close as far as who exaggerated more... And that it has obviously become an official Democratic party election strategy. The lie litany may be fine when you are only talking to yourselves, but mainstream America is more reasonable and moderate. A mistake is not a lie. A disagreement is not a lie. A mispeak is not a lie. A changed position is not a lie. So far, no one has documented one single real lie. They are all cute "interpretive" lies. The Bushies know that it requires a hell of a lot more effort to deconstruct a lie than to tell one. More importantly, debunking requires a great deal of attention on the media and public's part, something which is in extremely short supply. My impression is that the number of people who do is going way, way down -- as it should. If "lie" isn't the right word, "mistake" won't do it in most cases. "Mislead" is fine with me. Alternately, if they really do make this many mistakes...well, then I can accept that they're just that incompetent. I see no good way out of this for Bush & Co. But that probably sounded too weak for Bush. ...And another benefit to lying in volume — If you can get your critics to spend all their time and effort debunking your bullshit, it makes them look like obsessive, shrill whiners, per Doug Rivers comment above. The critics therefore fall out of the "mainstream," because the majority of people don't have the time, inclination or capacity to keep up. The critics' complaints turn into a constant hum, and before long no one notices it. us citizen - types the way lawyers argue to judges. Nothing is ever
quite false, because that causes the opposing lawyer to point out the
falsehood to the judge, usually resulting in judicial wrath, sanctions,
losing the case and so forth and so on. Matt ought to look back at some of the older blog articles to understand something: Kevin has a long record as being a moderate Dem. His disgust with the Bush administrations casual attitude towards truth mirrors the evolution of the views of centrist Dems. I don't view myself as a fire-breather of the far left. He clearly isn't one either. Look at the articles on the Ca recall - he seriously looked at the gop candidates and might well have voted for ueberroth if he had stayed in. But both of us have concluded that we simply can't trust the Bush administration to level with us on matters of public policy. This Democratic attitude towards Bush was cemented I think that Bush is far more vulnerable to having what he says being
dismissed as yet-another-whopper than his critics are of being
dismissed as yet-another-Bush-hater. Posted by: jpb at September 19, 2003 12:07 PM | PERMALINKA favorite tactic of some of the regulars on Tacitus' blog is that "technically" Bush did not lie or "technically," we cannot prove that Bush lied because we cannot truly know whether the statement was an honest mistake, a misstatement, a technically true but misleading statement, or a statement with deliberate intent to deceive (the only definition of "lie" that some of them will accept). Personally, I find such statements to be silly. If it looks like a lie, smells like a lie and misleads like a lie -- it's a lie. That's even more true when so many of get tossed our way. The Bush administration lied to sell the American public on the Iraq war. I seem to recall some pundits on the right even stating that this was necessary, that the public would never have gone along with the necessary grand Middle East rebuilding strategy on its own merits. Well, now the lies are falling apart. Public support for the Iraq endeavor is falling, month by month, and the whole strategy may end up being doomed precisely because they lied to get us there. There was nothing "cute" about describing the "average" result of tax cut I, there was nothing "cute" about the Trifecta, there was nothing "cute" about "we found them, the weapons of mass destruction," there was nothing "cute" about "saddam wouldn't allow the inspectors in," there was nothing "cute" about the selling of the recent tax cut that kevin referred to, there was nothing "cute" about deliberately fuzzing the relationship between saddam and 9/11, there's nothing "cute" about any of this, because it's all very uncute to the american national interest. Such as "Sure our economy's a mess but it would be worse if it wasn't for my tax cuts." And "Sure Iraq is a mess but it would have been worse if we hadn't gone in." And they never try to defend it, they just attack you for asking questions: "What, you're for confiscatory taxation?" "What, you're supporting the continued reign of Saddam Hussein?" They can't *all* be that simple-minded, which is why they p&ss me off so much. They'd rather have the emotional rush of attacking an "enemy" (be it France or just capital-l Liberals), from safely behind their keyboards or course, than actually deal with the complexities of the subject at hand. Often used with what I call "the power of the implied conclusion": simply refrain from stating the conclusion you would like your audience to draw from what you've shown, so they have to imagine it for themselves -- and you can't be held responsible for that which they imagine and which you did not state explicitly. May be combined with the lie of leaving out relevant details -- the individual statements leave out relevant information that would disrupt the link between them to the conclusion. even "technically accurate". There's the "learned", the "significant
quantities", there's "recently". Regardless, what is more interesting is
all the lies and contradictory statements made in order to defend that
statement starting in April - which itself calls into question the
veracity of those 16 words. Earlier today I sent you a note on this very
topic and I have dissected this Uranium issue, among others at this
site. Neither Spinsanity nor Daily Howler did real justice to this
topic, and I have attempted to do that here: Additionally, with respect to statements on dividend tax cuts, etc.,
there is extensive coverage of all the misleading statements and

A lie. Bush's supporters are lying about the meaning of the word "lie." It doesn't mean the same as "disprovable logical falsehood." It means a deceptive statement. They like to call me names, so I just call them Your third example (dividends) only shows that Bush engages in the same sort of spin that almost every politician does when dealing with a quantitatively unsophisticated public. For example, liberals often use the argument that 95% of the Bush tax cut goes to the richest 1% (I'm making up the numbers because I can't remember them, but we've all heard the argument). This is technically true, but the statement is designed to leave the impression that most people will see no immediate dollar benefit from the tax cut. Which is of course is false. Someone in the 15% bracket, whose rate falls to 10% under the Bush plan, ends up with a quantity of extra money in his or her pocket that is quite significant for someone at that income level. Yes, someone with a seven figure income gets much much more, but that doesn't mean that the amount a low income household gets from the tax cut is meaningless. Now, you can argue that the public cost of the tax cut is too big, and that therefore people on the low end of the income spectrum would be better off without it. But saying that the top 1% gets 95% of the tax cut isn't the same as making that argument. The Bushies spin the tax cut in relative terms - the drop in rates for a low income household is bigger than the drop in rates for a high income household. This is true. The Dems spin the tax cut in absolute terms - the dollar value of the tax cut for a low income houshold is much lower than the dollar value of the tax cut for a high income household. This is also true (and its also true in the aggregate). Which is more important is a matter of judgement that is glossed over by each party's spin. It's interesting to me that people claim that this is not so, because there's just no question that it is. The Bush administration -- even with an extremely narrow definition of the term -- lies. In 2001, there was a surplus, so according to Bush and company, we could afford to send money back to the taxpayers (the Dems agreed, just not on the magnitude and nature of the appropriate tax cuts). Then in 2003, with big deficits already in place, they said we needed the largest tax cut possible so that it would stimulate the economy and result in higher revenues than if there had been no cut at all! In other words, according to Bush, tax cuts reduced revenues in 2001, and then increased revenues in 2003. In spite of all the lies about Iraq, I don't remember them ever offering reasons for that policy that directly contradicted each other, as they so blatantly did with their tax cuts. And, of course, they completely got away with it. Kind of captures the deceptiveness without shouting "lie lie lie", so his "technically true" cheerleading crowd can't just shrug it off. What Bush does isn't so much outright lying as misleading and deceiving people. This is something Christian mythology has a character associated with, and since Bush loves to wrap himself in his religion nearly as much as the flag, it might be nice to remind christian conservatives what deception and misleading means in terms of their worldview. Lying ... conveys a blunt accusation of untruth. Untruthful is a softer but closely related term... Deceitful implies misleading by falsehood or by concealment. Mendacious suggests chronic inclination toward untruth. Tricky implies the use of cunning to fool a person. So, if we don't want to use "lying", it appears that "dishonest", "deceitful" and "tricky" are available. When you look at the NIE material that was released, as well as past assessments, and when you in particular look at Rumsfeld's congressional testimony this summer in which he said that we didn't learn anything new after '98, we just looked at things differently, through the prism of 9/11, it's clear that no one could possibly have "known" anything. That's why a legitimate line would have been "the preponderance of the evidence suggests," or "we know he used to have weapons and he refuses to prove that he's destroyed them," or "it's reasonable to assume that he still has those weapons," or "it's a fair extrapolation that he has weapons," or all kinds of things, but to say that we "know" (without getting all metaphysical here) means something that could not have been true (sheesh, even "defectors who were in a position to know" would have been honest).
