July 10, 2003 THE TRUMAN SHOW....This is interesting: a librarian at the Truman Library has discovered a previously unknown diary that Truman kept in 1947. Here's the entry for July 25, recounting a conversation with Dwight Eisenhower:
Different times. Is it even conceivable that a president today would voluntarily step down because he doesn't much like being president and it might be best for the country anyway? Nope. (The story also mentions some anti-semitic entries in the diary. However, I don't know enough about Truman to know if this is news or not.) UPDATE: More excerpts here. Truman was not an anti-semite. Certainly he went against unanimous expert and State Department opinion, including Marshall's whom Truman revered, to extend diplomatic recognition to the state of Israel. If you want to look at a high government official in that era who was certifiably anti-semitic, Breckinridge Long comes to mind. The tenor of the times however was such that comments that wouldn't have caused anyone to bat an eye back then will look terribly insensitive or bigoted by today's mores. Truman was a protestant, rural, Missouri white born in the 19th century where his elders had bitter yarns about the Civil War,Yankee bummers and sinful foreigner Catholics drinking demon rum in the big city. The man to an extent reflected that background even if he rose above it. It was agreed that the long term plan for European recovery would not be sent to the Congress until the Bill for Interim Aid and the Appropriation had been passed. (My mom used to say that a Jewish man who marries his beloved shiksa can get into a fight one day where she will thow at him "You Dirty Jew!") Why are people so sensitive. When you make a statement you are exposed to comments back. And, this is a good thing. It's how relationships get healthier. Lincoln's statements about Blacks early on were that he'd hoped he could ship them all to South America. Then, he met Black men, brave ones, who cried to him for freedom. And, showed that Black men were standing tall and fighting for the Union. Here's the lesson: LINCOLN LEARNED BY LOGIC TO SEE THAT SKIN COLOR IS NOT A TEST OF MANHOOD OR INTELLIGENCE. We should all be so lucky that we can grow this smart. As to Truman's wonderful acceptance of the State of Israel, in 1948, something I was taught was a marvel of humanity; has changed somewhat over time. Because American politicians have taught me to become very cynical. I can see that he gave this gift, but, perhaps he thought when the arabs attacked (and America didn't lift a finger), that Ben-Gurion would still lose the fight. In the ring. Sports metaphors can show ya that sometimes the guy you put money on hits the mat a lot faster (and for the count of 10), then the person you were sure would lose. The next day you comment on the beautiful fight. And, gamblers keep playing on. Truman remarked at one point that the European aid plan is better named after George Marshall, and that if it were called the Truman Plan it would never have been approved by Congress. As to Truman's ambition: it is notable that Truman chose not to run in 1952, even though he was eligible (1945-1948 was officially Roosevelt's term, not his). I'd be glad to be in second place, or Vice President. I like the Senate anyway I wonder where the current practice started that ex-Presidents retire from active politics and not seek any other elected office. Maybe the prospect of losing an election after being the President is too humiliating. If it had he would NOT have been eligible to run, since serving more than two years of another's term counts as a full term. Other than that I agree with everything you said. Posted by: Bernard Yomtov at July 10, 2003 04:55 PM | PERMALINKOne minor point on Presidents running again: Reagan seriously considered Ford as his Vice-Presidential candidate in 1980, but couldn't come up with a division of prestige that they were both happy with. One major point: Harry Truman's no-bullshit exterior hid an interior where he was continually afraid he was out of his depth. (This changed after the 1948 election, when he became entirely certain he knew more than anyone else, about electoral politics anyway). The diary extract is an example of his interior dialogue spilling out into real life, an example of his sometimes panicky impetuousness, rather than a genuine offer. It's also interesting to note that Truman turned against Eisenhower after Eisenhower failed to defend Marshall in front of McCarthy during the 1952 election campaign. His comments on Eisenhower in his oral biography, Plain Speaking, are hilarious, but perhaps to be taken with a pinch of salt. There was a reason Truman was unpopular, hard as it is to remember now. Truman might have been puting a brave face on an alternative to defeat. But Eric Hoffer had a great line about DeGaulle. (A man for France he praises, by the way.) He said that DeGaulle knew the magic of leadership was to have loyal liutenents. AND IT DIDN'T HAVE TO WORK THE OTHER WAY! (I think this is true with great commanders.) In other words, while I agree with you about Ike, I have to also admit I was growing up in an Adeli Stevenson house. And, Eric Hoffer's remark opened my eyes to Sharon. (Whom I also consider great.) Eisenhower KNEW how to herd cats. He did a magnificent job with his low voltage ways. (And that means he made the above referenced mistake, because he didn't think he had to do much.) He managed to stay out of dog fights. So, if he had done something more? Wouldn't change history so much. He still allowed that choice of the dog, Nixon, to be his running mate. (His health was awful, too. So that Nixon stood his first chance in office by having Ike die on the job.) Some things in history come to pass. And, others come to pass later. Just like history books. Marshall certainly stands tall as a general and a THINKER! Where, Ike's greatest plays was in smoothing things out. Life's not perfect. If we could go back and revisit history to make things better we'd bring huge erasers. Maybe, like science, itself, you can only be right for a period of time before other things happen and get discovered. Time repeats a lot of the business where we thought 'classical' stuff worked ... only to find the very ediface we use to measure things changed when our approximations fail. Or fall short. There's always tomorrow. There's always hope that by having the mistakes there they don't have to be repeated. Or, if they do, then they get repeated as farce. Nixon's anticommunism and national prominence from the Hiss case and his race with the " Pink Lady " Douglas made him acceptable to the very conservative wing of the GOP that didn't care much for Eisenhower ( Nixon wasn't really one of them however - he was always more into projecting an image of " toughness" than of ideological conservatism) Nixon, like JFK, was also one of the brightest young members of Congress at the time. As much as we tend to make fun of serving members of Congress and idealize the good old days, today's politicians are a better educated, brighter group.
